fix(ci): drop the rust/node dispatcher; tag and publish flows are rust-only again ... 2311bc91cc

A Forgejo runner ignored the if: guards on the dispatcher's reusable
jobs, so both routes ran and the node route failed on Rust repositories
with 'Missing script: lint:ci'. checks.yml is deleted; the tag and
publish workflows call rust_crate_checks.yml directly and version from
Cargo.toml only. node_checks.yml stays as a standalone checker that
Node projects call directly. All post-dispatcher hardening (fail on
existing tags, strict tag validation, re-runnable release with
release_id, asset and API protections) is preserved and still
contract-tested.

feat(ci): centralize node tag and publish workflows ... 2bf58ff8e1

Node siblings of the tag/publish workflows, selected by file name in
the caller (no runtime routing: the runner ignores if: guards on
reusable jobs). They embed the node checks, derive the version from
version_command gated to strict X.Y.Z before any git/API mutation,
keep the full tag hardening, and expose the reuse-safe release via
release_id with a generic asset_prefix overwrite guard. The shared
release helper is inlined byte-equal in BOTH publish variants.

fix(ci): pin node variant defaults in the contracts and drop the dead prerelease block ... 84863858ce

The three _node workflows now contract-pin the rust-1.97.0 default
image, the absence of rust-only inputs, and the checks -> release
chain; the PRERELEASE env block (whose consumers are cargo-only in the
rust variant) is gone.
