fix(ci): add an explicit js checks job to the feature-branch workflow ... 001123bf63

The generator package gets its own node_checks job (npm ci plus a
generation smoke test) instead of relying on the central rust|node
dispatcher, whose node route must never be selected for this mostly
Rust repository. Lint and type-check are disabled (no eslint config,
no tsconfig), version sync and tag check are off (the generator's
0.0.0 version is deliberately unsynced), and the image is pinned to
the same rust-1.97.0 image the publish flow uses.

fix(ci): pass checks_kind explicitly and add the js checks job to the tag workflows ... 627800df69

Both tag workflows now declare checks_kind rust explicitly and run the
generator's js checks job in parallel (non-gating for the tag by
construction: the published artifact stays protected by the
publish-on-tag flow, which smoke-tests the generator at publish time).

fix(ci): drop the checks_kind input made obsolete by the dispatcher removal acc710ceb6
